Where you serve your time is not just about geography. It directly determines your physical safety, your access to educational and rehabilitative programs, your ability to receive family visits, and your opportunity to participate in sentence-reducing programs like RDAP.

The Bureau of Prisons uses a complex, multi-factor scoring system to designate inmates. While final authority rests with the BOP Designation and Sentence Computation Center (DSCC) in Grand Prairie, Texas, there is room for meaningful advocacy — and that window must be used before your self-surrender date.

Understanding BOP Security Levels

Federal Prison Camps (FPCs) offer the most freedom of movement, programming, and proximity to family. Reserved for those with low criminal history scores and non-violent offenses. No perimeter fence.
Federal Correctional Institutions with a lower security designation. Double-fenced perimeters with dormitory or cubicle housing. More programming than higher-security facilities.
Higher inmate-to-staff ratios, stronger perimeters. Typically for those with more extensive criminal histories or certain offense types.
United States Penitentiaries house the most serious offenders. If you score into a high-security facility, our team will work to challenge any scoring errors.

Security Scoring

The BOP uses a detailed point-based system to assign a security level. We review every scoring factor — criminal history, detainers, violence, escape history — to ensure the calculation is accurate and to identify any room to challenge an inflated score.

Medical & Mental Health Needs

If you have documented medical or mental health needs, these can significantly impact your designation. The BOP’s Care Level system (1–4) determines what level of medical facility you require. We ensure your medical records are properly documented and submitted.

Program Availability

If you are RDAP-eligible or have specific educational needs, we target facilities that offer those programs to maximize your time in sentence-reduction programs.

Proximity to Family

BOP policy is to designate inmates within 500 miles of their release residence. We advocate for this placement to be honored, as family contact is proven to reduce recidivism and support successful reentry.

Judicial Recommendations

At sentencing, your judge can issue a non-binding facility recommendation. We work with your attorney to ensure a precise, well-reasoned recommendation is on record — judges who understand the system know how to word these effectively.

When to Act

The ideal time. We work with your attorney to ensure the PSR accurately reflects your background and medical needs, and to request an appropriate judicial recommendation at sentencing.
There is still a window to advocate directly to the DSCC. We prepare a formal placement request packet highlighting your specific case factors before you self-surrender.
Facility transfers are possible through the BP-9/10/11 administrative remedy process or through direct advocacy for program needs. It is harder, but absolutely achievable.
